Are credit card companies in kahootz with credit consolidation companies ?

I hear all these ads that claim to bargain with your credit card companies, lowering what you owe to pennies on the dollar. Do you really pay less ?. Or should I take out a personal loan, from my Credit Union, with like a 10.25 to 10.50% rate ?.(over 4 – 5 years)
You can usually get a much better interest rate (and not get ripped off) by getting a loan from your local bank or credit union.
